Impact Assessment for the Corporatisation of TNPA on Transnet and its Operating Divisions

Blue Planet Consulting was appointed by the department of Public Enterprises to conduct an impact assessment for the corporatisation of the National Ports Authority of South Africa (“NPA”) on Transnet SOC Ltd. and its operating divisions.
Main activities included:
• Examination of legislative framework including Ports Act and the Companies Act
• Analysis of impact of corporatisation on the entity from a legal and financial perspective
Development and analysis of strategic options available to DPE for the corporatisation of TNPA
SABC TURNAROUND
Department of Communications
November 28, 2018 → Semptember 28, 2019
Blue Planet Team was appointed by GTAC in November 2018 to assist the SABC with its turnaround strategy. Dhiresh Ramklass led the turnaround team. The team worked with all stakeholders within and external to the organisation to develop a turnaround strategy. The turnaround strategy was eventually accepted by all major stakeholders in September 2019.
EASTERN CAPE PUBLIC ENTITY REVIEW
Eastern Cape Provincial Treasury

GTAC appointed Blue Planet to lead the review all the provincial public entities and their subsidiaries, focusing on:
· A review of legislative mandates to ensure that they operate within their mandates and that these are aligned to key national and provincial government priorities.
· Advise on the rationalisation of these entities (and their subsidiaries).
· Advise on appropriate institutional arrangements which will ensure operational efficiencies and the achievement of mandates that are in line with government priorities.
· Assist and advise on the closure and amalgamation, where necessary, of the entities and their subsidiaries.
SAIMI ORGANISATIONAL REVIEW
South African International Maritime Institute

Blue Planet was appointed in October 2018 to perform an independent performance review of SAIMI. The performance review assessment was presented to the board, and the findings and recommendations to enhance performance were accepted by the acting head of SAIMI and the board.
DEA FEASIBILITY STUDY ON USER CHARGES
Department of Fisheries, Forestry and the Environment

Blue Planet was appointed by GTAC to manage a project for the (then) Department of Environmental Affairs (DEA) to conduct a feasibility study on User Charges under the Integrated Coastal Management Act. The project involved:
• Identifying all relevant conventions, acts and policies governing activities taking place in the marine environment as well as permit conditions relating to activities to be monitored;
• Identifying all spatial areas and activities that require monitoring;
• Unpacking the findings of the capacity audit study to inform the optimisation of coordination and planning; and
• Analysing information and inputs from the study with regard to trends, assets, modus operandi and resources.
PDFI REVIEW
National Treasury

Blue Planet was appointed by GTAC to lead a review of all provincial development finance institutions. The review focussed on 8 institutions, namely: ECDC; ECRDA; Free State Dev Corp; The Gauteng Enterprise Propeller; the Limpopo Econ Dev Agency; Ithala Dev. Fin. Corp; The Mpumalanga Economic and Growth Agency, and NWDC. The project performed a full analysis (mandates, corporate governance, financial and funding models, risk, development effectiveness, organisational and institutional arrangements) of the institutions with the intention of informing the new development finance policy for South Africa. The recommendations were submitted to the Minister of Finance for decision making. The project involved:
• A review of legislative mandates to ensure that they operate within their mandates and that these are aligned to key national and provincial government priorities.
• Advise on appropriate institutional arrangements which will ensure operational efficiencies and the achievement of mandates that are in line with government priorities.
• Assist and advise on the rationalisation, closure and amalgamation, where necessary, of the entities and their subsidiaries.
NORTH WEST PUBLIC ENTITY REVIEW
North West Provincial Treasury

GTAC appointed Blue Planet to lead the review all the provincial public entities and their subsidiaries, focusing on:
Reviewing the state of the North West Development Corporation, North West Housing Corporation and the Youth Empowerment Fund.
· The project reviewed the entities (and subsidiaries) and looked at mandates, functions and key activities; institutional nature and corporate form; possible causes of financial distress, financial viability of their business models, cost drivers and revenue streams.
Department of Employment and Labour Reconfiguration
May 2023 → December, 2024
GTAC appointed Blue Planet to lead the reconfiguration of the Department of Employment and Labour.
· The project entails the unbundling of the Unemployment Insurance Fund and the Compensation Fund from the Department.
